I am honored to be a member of several groups of and for cartoonists. So as not to jam up the front page I have moved the links to them to this page.
It started as a Meetup group, but it has quickly grown to something more. The Comic and Cartoon Creators group of Southeastern Virginia is a collection of creatives at every level of the skill spectrum. We have folks who are just interested in the craft and we have published creators. They let me in, but don't hold that against them.
Brad Guigar provides a keen insight to the world of webcomics and offers some pretty critical advise at Webcomics dot Com. There was a lot of fuss when the site went behind a subscription wall, but so far it has been well worth the price of admission.

Toon Talk is the forum for cartoonists started by Darin Bell, the cartoonist behind "Candorville" and "Rudy Park". I've been a member since I started seriously trying to be a cartoonist. I've had the opportunity to speak with several cartoonists and cartooning professionals here and their advise has always been useful.
